Back at the Palais du Luxembourg in Paris following her reelection on September 27, Saint-Barthélemy Senator Micheline Jacques (Les Républicains party, also a territorial councilor for the Saint-Barth d’Abord group) has announced that she will join the Senate’s Social Affairs Committee. “The committee chair wishes to assign me to handle issues related to the overseas territories, particularly social security contributions,” explains the senator. The Social Affairs Committee also covers all matters related to health care and disability.
“I accepted because this will give me a privileged position to engage in dialogue with the government on the crucial issue of employer contributions, which, as you know, is a major and timely topic in Saint Barthélemy,” explains Micheline Jacques. The senator notes that issues related to contributions fall under the Social Security Financing Bill (PLFSS), for which the Social Affairs Committee is responsible. This bill establishes the rules for social security contributions—whether for businesses or housing—by defining their tax base, that is, the income on which contributions are levied, and their rates. “These issues are sometimes complex and open to multiple interpretations,” emphasizes the senator, who invites the public to contact her if a meeting on the subject proves necessary.
“My decision is fully in line with the work I have undertaken with Saint Barthélemy’s business community on the LODEOM (Law for the Economic Development of the Overseas Territories, ed.) and social taxation,” the senator continues. “I will therefore be paying particular attention to the impact on Saint Barthélemy of changes to the tax rules for non-professional furnished rental property owners, which the government plans to amend by 2027.”
