The 19 elected officials of the Collectivité will meet this Thursday, September 24, at 5:00 p.m. to review and vote on the ten resolutions on the Territorial Council’s agenda. With the Senate elections just three days away, the debates will focus on very local concerns, as they should. Five resolutions concern administrative matters, and five others concern budgetary matters. Here are the details.
1 - Approval of the organization of the Christmas Village and its rules and regulations
The Christmas Village will be held from December 4 to 20, on Fridays, Saturdays, and Sundays. As it does every year, it will host exhibitors, artisans, and creators as part of a cultural and festive program. For merchants and artisans, the fee for participating in all three weekends is set at 150 euros. For restaurant owners, the fee ranges from 80 euros for one weekend to 160 euros for two and 240 euros for three. The total cost of organizing the event is expected to be discussed during the meeting.
2 - Approval and authorization for the president to sign the Multi-Year Contract for Objectives and Resources (CPOM) for the Louis Vialenc nursing home
The CPOM is a regulatory tool for medical and social services that, among other things, enables the implementation of strategic guidelines for healthcare facilities and improves their performance and internal management. Elected officials will be asked to vote on maintaining the nursing home’s daily rate, set at 105 euros.
3 - Amendment to the Traffic Code applicable in Saint-Barthélemy
This essentially involves amending a paragraph of Article 3 of the Highway Code. This article, in particular, establishes a ban on the use of ATVs effective January 1, 2030. The purpose of the deliberation is to replace the words “all categories of ATVs referred to in Article R.311-1 of the national Highway Code” with… “motorized quadricycles equipped with handlebars and straddle-style seats.” Simplification to avoid confusion is the key. Let’s hope the debates on this point don’t drag on too long.
4 - Amendment to Regulations Governing the Road Transport of Passengers and Goods
Council members will vote on amendments regarding the organization of training and licensing exams for the profession of taxi driver.
5 - Authorization to Implement a Pilot Program for Passenger Transportation in Saint-Barthélemy (2026–2027)
With this resolution, elected officials are being asked to authorize the implementation, on a pilot basis, of a new system for organizing passenger transportation in Saint-Barthélemy, as proposed by the Multiprofessional Economic Chamber (CEM). This system is structured around five key areas: ad hoc authorizations for passenger transport by taxi, an experimental fare schedule, regulatory changes, a unified booking system, and a mechanism for addressing service gaps. “The common goal is to improve the organization of transportation while balancing the needs of users, the expectations of the tourism sector, and the economic sustainability of the taxi industry,” the resolution states.
6 - Amending Resolution No. 1 - Fiscal Year 2026
This involves adjusting the budget projections included in the 2026 initial budget. Specifically, this includes the 1.2 million euro allocation for the “shuttle” service for the last quarter of 2026, additional appropriations such as the 405,500 euros for fees, consulting services, and expenses related to litigation, an additional 82,000 euros for the “festivals and ceremonies” line item, 200,000 euros to pay France Travail the unemployment benefits of employees who have entered into a mutual termination agreement for their employment contracts, etc.
7 - Revision of program authorizations (AP/CP) and commitment authorizations (AE/CP) for fiscal year 2026 and creation of a new AE for work planned under the Ouanalao Environnement (Paprec) public service delegation
Here again, several budget lines must be adjusted. Notably, those for fiber-optic deployment projects, the construction of the cultural center, whose construction period is extending from 13 to 14 years, the repair of the road network, the construction of the Saint-Jean school complex and the Grand-Cul-de-Sac childcare center, and the connection to the Célia submarine cable…
8 - Write-off of uncollectible and extinguished receivables for fiscal year 2026.
The amount of receivables that could not be collected totals nearly 409,000 euros.
9 - Update to the depreciation schedule for fixed assets and the procedures for writing off received investment grants
10 - Authorization for the president to sign a settlement agreement regarding the reimbursement of compensation for two employees assigned to the Mireille Choisy Middle School
The purpose is to regularize the situation of two employees who have now claimed their retirement benefits. Their salaries were paid by the Department of Guadeloupe while they were performing their duties on behalf of the Collectivity of Saint-Barthélemy.
