On August 24, 2022, Guy Losbar, President of the Conseil départemental de la Guadeloupe, undertook to launch the procedures for the retrocession of the land and parcels still officially held by the institution in Saint-Barthélemy. Nearly three years of negotiations between the land departments of the Conseil départemental de la Guadeloupe and the Collectivité de Saint-Barth were necessary before these commitments were - almost - fulfilled. On Saturday May 17, in the marriage hall of the Hôtel de la Collectivité, the first vice-president of the Conseil départemental, Jean-Philippe Courtois, and the president of the Collectivité, Xavier Lédée, signed the agreement.sident Xavier Lédée signed an agreement for the retrocession and regularization of a series of plots of land. It's a job that's been going on for quite a few years," says Xavier Lédée. This is not yet the final stage. But this agreement means that in a few months' time, we'll be able to sign the official deeds. We're delighted, because this represents almost 90,000 square metres in strategic locations. "To say the least.
Indeed, among the list of nine parcels to be retroceded are those on which the Hôtel de la Collectivité (AL 292, 3,352 m2) and the airport runway (AI 138, 40,687 m2) are built. Not to mention three others bordering the airport from Saint-Jean to La Tourmente (AK 399, 400 and 401 for over 34,000 m2). Jean-Philippe Courtois comments: "This is an important milestone because it illustrates the collaboration between the Conseil Départemental and the Collectivité. We're paying close attention to what's happening in Saint-Barthélemy, so that we can draw inspiration from it for the institutional evolution of Guadeloupe. "
The land on which the Irénée de Bruyn hospital is built is not included in the agreement. For the simple reason that it is currently at the heart of a mediation process involving the hospital's management, the Agence régionale de santé and the Collectivité. The owner of the land will be designated at the end of these discussions. This may enable the hospital to be rebuilt, as President Xavier Lédée confirms that the project will be developed on the current Gustavia site.
