Un point d’accueil numérique a été installé à la délégation de la préfecture, à Gustavia, pour les personnes qui n’ont pas les outils pour accéder au service en ligne de l’administration numérique des étrangers en France.

A paperless service for applications to renew residence permits

Throughout France, the Ministry of the Interior and Overseas France has set up an online service called "administration numérique des étrangers en France" (Anef) to "dematerialize and simplify" procedures relating to the residence of foreigners. The service came into effect on Saint-Barthélemy on Monday September 15. "The aim is to dematerialize all procedures for applying for and renewing residence permits", explains Fabien Sese, Secretary General of the Prefecture. However, initially in Saint-Barthélemy, only applications for the renewal of residence permits (with the exception of those bearing the words "salaried employee", "temporary worker" and " entrepreneur/liberal profession"), applications for changes of status (address, marital status, etc.) and applications for circulation documents for foreign minors (DCEM) will be handled by Anef.
As a result, for these specific requests, it is no longer necessary for those concerned to travel to the offices of the Gustavia prefectural delegation. All they need to do is log on to the dedicated website (administration-etrangers-en-France.interieur.gouv.fr). "The personal account is easily created with the foreign national's number," assures Aliénor Barbé-Guillaume, the prefect's delegate in Saint-Barthélemy. Documents may be required for registration, and will need to be scanned.
To assist users who encounter difficulties or who do not have Internet access or a scanner, a digital reception point has been inaugurated at the Gustavia delegation. People requiring assistance will be able to access this space after making an appointment in advance by e-mail (delegation@saint-barth-saint-martin.gouv.fr) or by telephone (0590276410) during the delegation's opening hours (Monday, Tuesday, Thursday and Friday from 7.30am to 12.30pm and Wednesday from 8am to 10am). This digital reception point is also accessible to people with reduced mobility.
However, for applicants who do not require assistance with online procedures, the only trip they will have to make is to collect their residence permit from the delegation reception desk. For all first-time applicants, however, it will still be necessary to travel to Gustavia to submit their application.
