At the end of last week, Sébastien Galleyn, director of Saint-Martin's Louis-Constant Fleming hospital since November 20, met with his counterpart on Saint-Barthélemy. Since then, disciplinary proceedings have been opened against him following the revelation of a publication "containing reprehensible remarks", according to the Regional Health Agency.
Eric Djamakorzian and Sébastien Galleyn meet peacefully in the management office of the Irénée de Bruyn hospital. The former took over as head of the Saint-Barthélemy healthcare facility in May 2024. The second has been director of the Louis-Constant-Fleming hospital since November 20. For both directors, the main aim is to take advantage of the new-found stability at the head of the two "houses" to establish fruitful and peaceful cooperation. But the calm and stability only lasted a few weeks. Indeed, since the discovery of an online publication written by Sébastien Galleyn, the latter has found himself at the heart of a controversy and risks disciplinary action.
"Unacceptable comments
The affair was triggered by the circulation of a publication on a so-called "social" network two months ago. The text was signed "Sébastien Galleyn, Director of the Louis-Constant Fleming Hospital", and appeared to be a response to another comment. The author writes: "Immigration is not the problem. In France, there is a wide range of immigrants, many of whom pose no problems: Europeans, North and South Americans, English, Asians and others. The immigration that poses a problem is that from Africa, North Africa and Muslim countries in general. "When contacted by telephone on Wednesday evening, Sébastien Galleyn declined to comment.
In the late afternoon of December 17, the Agence régionale de santé (regional health agency) issued a press release stating that the "remarks made by the director of the Louis Constant Fleming hospital" were "considered unacceptable".
In its press release, the ARS states that "it has been established that the publication, which dates back several months and therefore predates his current position, was published by the person concerned".
Referral to the public prosecutor
It is stated that all the information was forwarded by the ARS to the Centre national de gestion (CNG) de la fonction publique hospitalière. "The Director General of the CNG, considering that the remarks in question reflect a breach of her duty of reserve and dignityimpartiality and probity, will interview the director of the CHLCF on Monday December 22", states the ARS press release. According to the agency, the director of the CNG "has already decided to open disciplinary proceedings". ARS points out, however, that "these procedures and respect for the rights of the defense require incompressible deadlines".
Also in its press release, the Regional Health Agency wrote that it had "filed a report with the public prosecutor under article 40 of the Code of Criminal Procedure".
Interviewed by RCI on Tuesday December 16, Saint-Martin senator Annick Petrus said she was "shocked" by the "serious and unacceptable remarks" made by the director of the Louis-Constant Fleming hospital. They do not fall within the scope of freedom of expression and are covered by the law of July 13, 1990, which punishes incitement to hatred, discrimination or violence based on origin or religion," she told RCI. I couldn't let this pass, so I contacted the relevant authorities, in particular the ARS. The person concerned is the new director of the Louis-Constant-Fleming hospital. At this level of responsibility, the requirements are total. What's more, as a hospital civil servant, he is bound by reinforced obligations of neutrality, dignity and reserve. "
The professional future of the Saint-Martin hospital director is now in the hands of the Centre national de gestion de la fonction publique hospitalière. But also in the hands of the public prosecutor.
