The Minister for Overseas Territories on an official visit to Saint Barthélemy

An official visit by the Minister for Overseas Territories, Naïma Moutchou, has been announced for March 8-10 in Saint Martin and Saint Barthélemy. "During this trip, the minister will meet with local elected officials, representatives of state institutions and services, as well as economic, social, and community leaders to discuss issues specific to these two territories and their development prospects," according to the ministry's official press release. It also states that Naïma Moutchou will sign the agreement on the right of pursuit at sea between France and the Dutch authorities in Sint Maarten.
The minister's visit to Saint Barthélemy is scheduled for tomorrow, Monday, March 9. Naïma Moutchou will begin with a visit to the EDF power plant in Public at 9 a.m. This is an essential step in view of the deadlines for the construction of a new power plant in Saint Barth. The minister will then visit the gendarmerie for a presentation of a coastal surveillance project, meet with President Xavier Lédée at the Domaine Félicité to discuss history, and finally to one of the protected areas of the Grand-Cul-de-Sac lagoon for a presentation on the Nature Reserve (which celebrates its 30th anniversary in 2026) and issues related to the protection of sea turtles. She will then head to Saint-Martin where, in the evening, she will meet with the island's economic stakeholders.
Naïma Moutchou, 45, was appointed Minister for Overseas Territories on October 12, 2025. Previously, she held the unique position of Minister for Transformation and the Civil Service, Artificial Intelligence and Digital Technology for seven days (from October 5 to 12, 2025). She was also Vice President of the National Assembly for more than three years and a member of parliament for the 4th district of Val d'Oise between June 2017 and November 2025.
