The Director General for Overseas Territories on an “administrative visit”

Anne-Gaëlle Baudoin, Director General for Overseas Territories since December 10, 2025, visited Saint Barthélemy on Saturday, August 29. This was not an official visit, as had been the case in Guadeloupe two days earlier, but rather an “administrative” one, Prefect Cyrille Le Vely told the JSB. Accompanied by the State representative and the Prefecture’s delegate in Saint-Barth, Joris Eberhardt, Anne-Gaëlle Baudoin visited the Territorial Environmental Agency early in the morning. The trio attended a presentation given by ATE Director Sébastien Gréaux on the topic of combating the Sargassum invasion. Following the meeting, it was made clear to the JSB that no statement regarding the purpose of the Director General for Overseas Territories’ visit would be issued, due to the busy schedule of the visit. Prior to her visit to Saint Barth, the Director General for Overseas Territories visited Guadeloupe from August 25 to 27. Anne-Gaëlle Baudoin met with Regional Council President Ary Chalus. During their meeting, they discussed the situation of the Joint Water and Sanitation Management Authority, the renewal of the “octroi de mer” tax regime, the 2027 budget bill, and the construction sector. The director also visited the hospital, Petit-Bourg (a town heavily affected by Sargassum), Jarry to tour an aluminum plant, the main seaport, and the Adapted Military Service Regiment.

The Directorate General for Overseas Territories (DGOM), the central administrative body of the Ministry of Overseas Territories, is responsible for designing and coordinating the government’s actions in the overseas territories. As an expert on the specific characteristics of these territories, it proposes adjustments to national public policies and develops public policies specific to these territories.
The DGOM possesses extensive legal expertise, particularly regarding overseas institutional matters, which enables it to participate in drafting the overseas provisions of bills and decrees and, more broadly, to advise other ministries and government agencies on the applicability in the overseas territories of the laws and regulations they draft.
