Energy - An emergency regional council meeting to sign an agreement with the State

The framework agreement on energy between the State and the Collectivity was extended by agreement on August 28, 2025. However, this extension expires on January 31. Consequently, the signing of a new framework agreement between the two parties is now
urgent. That is why the elected members of the executive council were convened on Friday, January 23, and a territorial council
will be held urgently on Tuesday, January 27, at 5 p.m. The purpose of the meeting is to authorize the president of the Collectivity to sign the framework agreement on energy with the State. And the stakes are high for Saint Barthélemy.
For the record, the framework agreement of September 15, 2020, enabled the community of Saint Barthélemy to exercise
competence in relation to energy in accordance with the organic law of February 21, 2007, but also to set up a financing mechanism for renewable energies and operations to control energy demand
and storage. Not to mention one essential point: the maintenance of tariff equalization. This system allows consumers on the island to pay for electricity at a price well below the cost of production.
In its report of March 28, 2024 (JSB 1573), the Energy Regulatory Commission (CRE) noted that in 2022, electricity production in Saint Barthélemy represented a total cost of €47.2 million. Of this total, €24.2 million was financed by local consumers subject to regulated electricity tariffs, and €23 million by national solidarity under the tariff equalization scheme.
The framework agreement to be submitted for approval by the territorial council will also address the financing of the future power plant. Here again, agreements between the State and the Collectivity are crucial for the project to enter a concrete phase.
