CEM's Comprehensive Activity Report

On June 2, the elected representatives of the Multiprofessional Economic Chamber approved the organization’s 2025 activity report. This comprehensive 108-page document details all the initiatives carried out by the Chamber. This annual report is a mandatory requirement and has taken on significant importance given the Chamber’s growing role in the island’s economic landscape. In fact, for the past two years, part of the activity report has functioned as an economic observatory.
The document “highlights the remarkable entrepreneurial vitality of Saint Barthélemy, with more than 9,000 active businesses, 936 new business start-ups registered in 2025, and sustained growth in employment and the local payroll,” emphasizes CEM Director Thierry Gréaux. He also notes that the 2025 report puts the island’s major challenges into perspective. He mentions, in no particular order, “economic attractiveness, employment, training, housing for the workforce, the energy transition, skills development, the structuring of the agricultural and maritime sectors, administrative modernization, and business support.”

A Comprehensive Effort
Furthermore, the report highlights the efforts led by the CEM’s new administration, centered on a clear ambition: to make Saint-Barthélemy a model for sustainable economic development, entrepreneurial excellence, and regional competitiveness.
The director emphasizes the work carried out over the past four years to update the consular records. “Today, all the data is cross-referenced,” he assures. “This allows us to update the records and thus ensure compliance. The level of accuracy is becoming increasingly impressive.”
One of the CEM’s objectives is to include public institutions in the registry. “To have access to the data, even if they don’t pay the CFAE,” explains Thierry Gréaux. This in-depth work now enables the Chamber to fully fulfill its role as an economic observer. “To see where slowdowns and accelerations are occurring—when and why,” explains Thierry Gréaux. In short, now more than ever, the CEM is establishing itself as a key player in the island’s economic life.
