The elected members of the Territorial Council meet this Friday at 5pm at the Hôtel de la Collectivité to examine fifteen deliberations.
For once, the Territorial Council will be meeting on a Friday. This Friday, December 20 at 5pm, to be precise. This is because, since the start of the new term of office, territorial council meetings, which used to be held on Fridays, are now held on Thursdays. Apart from this detail, the nineteen members of the territorial council have a full agenda to deal with. Fifteen resolutions are on the agenda for this last session of the year. Some of which are likely to spark off a few debates.
Human resources
The meeting will begin with the examination of five deliberations relating to human resources. An umpteenth modification to the departmental organization chart, followed by another to the employment table. In particular, it will be proposed to create two positions: a full-time assistant technical manager in the Territorial Fire and Rescue Service, and five census-takers.
Elected representatives will then consider updating the protocol for departmental working hours, as well as the compensation scheme applicable to local civil servants. Lastly, a decision will be taken to approve the 2025-2027 training plan for local staff.
Budget matters
The next item on the agenda is Budgetary Affairs, with five resolutions. The first concerns an amending decision for budget year 2024. This is a simple year-end adjustment designed to ensure the accuracy of the accounts.
The second is an authorization to commit, liquidate and mandate capital expenditure prior to the adoption of the 2025 budget. For the record, the budget adopted in 2024 exceeded 106.7 million euros in the investment section.
Third report attached to Budgetary Affairs, an amendment to the Contribution Code. This relates to the CFAE (contribution forfaitaire annuelle des entreprises - annual flat-rate corporate contribution), and proposes a reversal of the change made last September to base the calculation of the variable portion of the CFAE on the number of employees. A change which clearly did not suit some professionals. Elected representatives will therefore be asked to "retropedalize".
Another amendment to the tax code is also up for discussion. It concerns capital gains on the sale of company shares. The aim of this amendment is to enable the Collectivité to collect the capital gains due to it, as well as to "clean up the real estate market, which is increasingly polluted by certain practices that are likely to lead to the misuse of taxpayers' money.The resolution also states that "to clean up the real estate market, which is becoming increasingly polluted by certain practices aimed at using companies to circumvent legislation and thus avoid taxation on the sale of real estate or rights for valuable consideration".
Finally, the elected representatives will vote to remove three vehicles from the inventory and from the assets list.
Administrative affairs
Three resolutions concern administrative affairs. The first is the adoption of the local digital infrastructure resilience plan. The second is an amendment to the Energy Code concerning the support scheme for the development of renewable energies. More clearly, the aim is to approve a financial aid scheme for the installation of photovoltaic panels. Another amendment to the Energy Code is on the agenda, with the introduction of a bonus for electric vehicles powered by a renewable energy source. Support would take the form of a once-only bonus for each vehicle, provided it has not already benefited from an exemption from dock dues. It would amount to 3,500 euros for a four-wheeled vehicle and 500 euros for a two-wheeled vehicle.
Land issues
Finally, the last two items on the announced agenda. The proposed acquisition of a plot of land in Gustavia (cadastral code AL 436). These are the two buildings that housed the offices of the Chambre économique multiprofessionnelle before it moved to Saint-Jean, as well as the one currently occupied by a company. A plot of land just opposite the Post Office. The purchase price was negotiated at eight million euros.
The last resolution also concerns the acquisition of plots of land (cadastral numbers AT 487, 488, 489 and 491), this time in Grand Fond. The sale price has been negotiated at 4.75 million euros.
Amendments and other matters may be added to the items to be debated during the review of the agenda.
