The Territorial Council at Budget Time

The nineteen members of the territorial council will meet this Thursday, March 26, at 5 p.m. to review an agenda consisting of nine items. Six of these items concern budgetary matters, including the vote on the 2026 initial budget.
Before voting on the budget, the territorial council members will have to vote on the appointment of two representatives from environmental protection associations and three qualified individuals to the board of directors of the Territorial Environmental Agency, as well as on the implementation of a “tariff adjustment” and an amendment to the regulations governing the “Les Colibris” day camp.
The third item on the agenda will also be significant. It involves granting the president of the Collectivité authorization to sign a settlement agreement regarding the land on which the Irénée de Bruyn Hospital stands and other parcels. This marks the highly anticipated conclusion of the mediation process undertaken many months ago with a view to rebuilding the hospital in Gustavia. Next, it will be time to address budgetary matters. On the agenda: approval of the 2025 consolidated financial statement, allocation of the final operating result for fiscal year 2025, voting on the initial budget, setting the framework for program and commitment authorizations, and, finally, the allocation of grants, endowments, and contributions.
It should be noted that elected officials will also be voting on a resolution already discussed at the Territorial Council meeting on March 12. This resolution concerns the Energy Code and the Urban Planning and Construction Code and pertains to the power limit of 9 kVA for electricity billing meters.
