The elected members of the Territorial Council are due to meet in ordinary session this Tuesday, June 3, at 5pm, at the Hôtel de la Collectivité territoriale. Only one item of business is on the agenda. This is to fill the vacancy on the Executive Council (EC). Indeed, since Romaric Magras announced his resignation from the EC (but not from his mandate as territorial councillor), one seat has to be filled.
In his letter of resignation, sent to President Xavier Lédée on March 7, the former head of the Saint-Barth d'Abord group's list for the March 2022 territorial elections recommended that he be replaced by his running mate, Francius Matignon. Matignon is not opposed to this and has confirmed to JSB that he will indeed present his candidacy at this Tuesday's meeting. If no other territorial councillor applies, the council should be very short. Indeed, the Action-Équilibre group, which already has three elected members on the EC (Marie-Hélène Bernier, first vice-president, Bettina Cointre, second VP, and Maxime Desouches, fourth VP), does not seem inclined to put forward a candidate. As for the presidential group, Xavier Lédée indicates that "it is not planned" for one of its loyalists to stand.
Nevertheless, if a voice other than that of Francius Matignon were to resound in the deliberation room, the session could be considerably longer. In fact, as stipulated in the organic law, if the elected representatives cannot agree on a name, the members of the Executive Council will be replaced in their entirety. With the exception of the chair reserved for the President, it goes without saying. A most unlikely scenario. But in such a deeply divided assembly, all possibilities are conceivable.
