Territorial Council / Petition for the Hospital’s Reconstruction: After the Open Forum, the Vote

This Thursday, October 29, at 5:00 p.m., the nineteen members of the territorial council will vote on the conclusion of a major issue: the reconstruction of the Irénée de Bruyn Hospital. The sixth item on the agenda concerns a petition signed by 439 voters calling for the abandonment of the plan to rebuild the hospital in Gustavia in favor of the Saint-Jean site.

In this deliberation, council members are invited to debate three points: selecting the Saint-Jean site—comprising, in particular, parcels AK 558 and AK 629—abandoning the studies and funding for the project to rebuild the de Bruyn Hospital in Gustavia, and to rescind Resolution 2025-066 CT of October 23, 2025, which allocated a capital grant of 28.8 million euros to the reconstruction project. The chances of this resolution being adopted are extremely slim.
This is because it is supported solely by the eight elected officials of the Action-Équilibre group. The presidential group of five councilors, Unis pour Saint-Barthélemy, has already come out in favor of reconstruction in Gustavia. So have the six council members from Saint-Barth d’Abord. If the motion is rejected—which is unlikely—all avenues of appeal will be exhausted, and the project will proceed on the hills above Gustavia, in place of the current facility. After various viewpoints were expressed through open forums, notably in the JSB (1684), the time has now come to vote.

The five other items on the agenda are: approval and authorization for the president to sign a settlement agreement with Multi Services Caraïbes, approval of the fee schedules for the use of public maritime property for the year 2027, the regularization of land transfers to the Collectivité as part of the widening and safety improvements to the existing road network, the acknowledgment of the decommissioning and declassification of cadastral parcel AH No. 80 located in Anse des Cayes, and the approval and authorization for the president to sign a copyright license agreement for an illustration of Saint Barthélemy created in 1985.
