In a terse e-mail sent out on the morning of Thursday July 31, the presidency of the Collectivité territoriale announced that an emergency meeting of local elected representatives would be held. The meeting is scheduled for Saturday August 2 at 8am. Its purpose: to vote on the single financial account (CFU). This is the same account that was rejected on June 27 and June 30 by a majority of the nineteen territorial councillors. Since then, the CFU has been forwarded to the prefect, Cyrille Le Vely, who sent the same document on July 2 to the Chambre territoriale des comptes (CTC) in Guadeloupe for review. The emergency meeting scheduled for Saturday could be devoted to examining the opinions issued by the CTC, but it's something else entirely.
In fact, the budget document that was rushed to the Prefect the day after the second vote rejecting the CFU was not signed by the public accountant. An unfortunate oversight, as this signature is essential to the validity of the document presented to the CTC. For the elected representatives of the Collectivité, this hasty omission needs to be rectified as quickly as possible.
In addition, a "formal anomaly, non-blocking" and "purely technical", according to the Collectivité's services, was noted during the investigation of the CFU undertaken by the Chambre territoriale des comptes. Once again, elected representatives will be asked to regularize the situation.
