Haiti. State of Emergency Declared 

An article in Dominican Today, published on May 5, reports the Haitian government's decision to declare a state of emergency for a period of three months. This is to address the rise of armed gangs. This measure aims to strengthen law enforcement capabilities and mobilize state resources to protect the population and the economy, the article states. As part of this measure, a national security agency was created to oversee intelligence and counterintelligence operations. These decisions were made during a cabinet meeting chaired by the President of the Transitional Council and the Prime Minister. A recent UN report revealed a rise in gang violence in Haiti, with more than 1,600 people killed and nearly 600 injured in the first quarter of 2025. The Viv Ansanm and Grand Grif gangs have been designated terrorist organizations by the United States due to their attacks on civilians, authorities, and international personnel.

 

Barbados. Solidarity Allowance to Be Paid Starting May 14

Barbadians will receive a one-time solidarity allowance of $150 starting May 14, according to budget proposals announced by Finance Minister Ryan Straughn. A Caribbean National Weekly article indicates that the first payments will go to those 18 and older registered in government systems, followed by others the following week. Payments will be distributed by various government agencies, with the Barbados Revenue Authority for private sector employees and the National Insurance and Social Security Service (NIS) for the self-employed, retirees, and others eligible. The allowance will be open to various groups, including those who have contributed to the NIS, retirees, people with disabilities, social assistance recipients, and those who have not recently worked. Special arrangements will be made for those not included in these categories, CNW reports.
